Victory Programs’ Community-Based Housing Division provides essential support for individuals and families seeking stable, non-congregate housing. Our programs assist with housing search, stabilization, rental assistance, and reducing barriers to securing long-term housing. We are committed to helping community members most in need access safe, affordable housing and the resources necessary for success.

Our Services

RAP provides short-term emergency rental and utility assistance for individuals and families facing eviction, unaffordable housing, move-in costs, or utility crises. We also administer Tenant-Based Rental Assistance vouchers for HIV+ households. Eligible participants include:

      • Individuals living with HIV or in a household with a person living with HIV.
      • HIV-negative individuals who inject drugs or are in recovery from injection drug use.
      • Massachusetts residents or those moving to Massachusetts with a household income below 80% of the Area Median Income (AMI).

Keys to Home supports low-income individuals living with HIV or in a household with a person living with HIV by offering:

      • Housing search assistance with case management over 12 months.
      • Stabilization services, including financial security, healthcare, food assistance, and life skills coaching.

If you are a provider (case manager, peer, etc.) and have a client who has a housing need, please use the referral link below to submit a referral for Keys To Home.

      • Case management for housing search, financial stability, medical needs, and benefits assistance.
      • Access to rental assistance..
      • Support in finding and securing rental units.
      • Ongoing stabilization services to ensure long-term housing success.

MOH reviews referrals for eligibility, and clients are then assigned to Paths to Victory or BMC.
