Victory Programs’ Community-Based Housing Division is dedicated to helping individuals and families achieve and maintain stable housing. Through three key programs—Rental Assistance, Keys to Home, and Paths to Victory—we provide critical support in housing search, advocacy, tenancy preservation, and long-term stability.
Our experienced teams work with those facing multiple challenges, ensuring they receive the resources and guidance needed to secure and maintain housing.

RAP provides rental and utility assistance to individuals and families facing housing instability.
Keys to Home offers targeted housing search and stabilization support for low-income individuals living with HIV or in a household with a person living with HIV.
Paths to Victory assists individuals and families experiencing homelessness by connecting them with stable housing and supportive services. Households are referred through specific referral systems.
