Victory Programs is thrilled to formally introduce Alex Train, AICP, as our new Chief Operating Officer. Alex stepped into his role this spring, bringing an exceptional background in urban planning, human services, and community development to our team.


If you look closely at the streets of Boston, you might just find a literal sign of the incredible momentum driving our organization forward. Right here in the city lies the intersection of Train Street and Victory Road—a coincidence we took as a fantastic omen for our operational future.
Alex previously served as the COO of La Colaborativa in Chelsea, where he successfully scaled their community-first models and managed massive organizational growth, expanding their annual operating budget from $4 million to $28 million. Prior to that, as the Director of Housing & Community Development for the City of Chelsea, Alex secured over $140 million in grant funding to expand homelessness prevention resources, build regional climate resilience, and advance housing equity.
Alex steps into executive leadership at Victory at a truly pivotal moment. We are currently celebrating a historic milestone for our organization’s future: securing over $6.5 million in state funding through the Executive Office of Housing and Livable Communities’ supportive housing round. This generous funding will power our Visions of Victory Project, which will convert a local hotel property into 41 deeply needed units of permanent supportive housing for individuals exiting homelessness.
Alex’s deep strategic expertise in real estate development, green infrastructure, and housing stability will be vital as we navigate this next chapter. While this state funding is a massive milestone, a long road of development and ongoing care awaits to bring this project to life. We are incredibly grateful to have Alex’s leadership steering our operations as we bring this vision of health, housing, and hope to reality.
