16 Williams Street replicates our highly successful Portis Family Home in Jamaica Plain, a cornerstone of our investments in preserving family continuity and stability. This program is specifically designed to support mothers in sustained recovery alongside their children as they navigate the complex process of child reunification and the transition into permanent housing. In conjunction with regional partners and pursuant to Massachusetts Department of Public Health (DPH) guidelines, we carefully review applications for housing placement. To be eligible, families must be experiencing homelessness and be headed by a parenting or expecting mother. To ensure community stability, mothers entering the program have generally completed a minimum of twelve months of structured residential behavioral health treatment prior to entry.
The property operates with professional staff on-site 24 hours a day, 7 days a week. This clinical and operational team typically includes a Program Director, clinicians, case managers, and housing specialists. Additionally, entry and exit are managed by site personnel through an access control security system.
To ensure safety and accountability, visitors are usually limited to external service providers and pre-vetted, thoroughly screened family members (such as grandparents). All guests must present a government-issued ID, sign in, and visits are typically limited to supervised intervals of approximately two hours. Non-resident spouses or unvetted partners are not permitted on-site.
Victory Programs’ dedicated facilities department directly manages all ongoing property maintenance, waste removal, and landscaping. We are already taking proactive measures to elevate the property’s curb appeal, and we have initiated immediate pest-control and rodent-remediation protocols to ensure the site is continually maintained to the highest standards.
This is a transitional housing program rather than a permanent residence. Families reside at the home on average for approximately 1.3 years. During this stay, mothers work intensively with our on-site case managers to secure stable, permanent housing, build financial literacy, transition children into local early development programs, and establish long-term independence.

Accountability is a core pillar of our operations. Neighboring residents will be provided with a direct, 24/7 neighborhood liaison telephone number and email address. Because trained staff are on-site around the clock, any local inquiries, operational questions, or immediate concerns can usually be addressed and resolved by our on-duty program supervisor in real-time.

The property at 16 Williams Street is designated to serve as deed-restricted affordable housing for low-income populations. The proposed layout will feature 10 income-restricted bedrooms with shared common amenities. The program is structured to serve households with annual incomes up to 80% of the Area Median Income (AMI), with a primary focus on extremely low-income households earning less than 30% AMI.
Grounded in trauma-informed design principles, Victory Programs is undertaking a comprehensive modernization of the property’s interior to maximize functionality, safety, and code compliance. This includes updates to the interior environment, emergency egresses, fire alarms, electrical, and mechanical systems. To ensure the property is fully welcoming and functional for all residents, Victory Programs will complete targeted upgrades to produce a fully accessible kitchen, laundry facilities, bathrooms, staff office, and first-floor bedrooms. Specifically, the proposed layout will consolidate existing spaces on the first floor to establish two fully ADA-accessible bedrooms.

In close coordination with the state’s family housing networks, Victory Programs prioritizes families who have deep roots in Brookline, Boston, and our immediate surrounding municipalities. By focusing our intake on individuals already connected to the Greater Boston area, we ensure this property serves as a vital resource for our local community.
To ensure complete transparency and regulatory alignment, Victory Programs is working directly with town leaders and departments to navigate all local requirements. The project requires obtaining a Zoning variance for off-street parking minimum requirements and a Lodging House License from the Brookline Select Board. Throughout the entire design and development process, Victory Programs is engaging in active consultations with the Town of Brookline’s Planning, Building, Public Health, and other municipal departments.
